Council tax is a local tax on domestic property in England, set by your local authority based on the valuation band of your property. If you believe your property is in the wrong band, you have been incorrectly held liable, or you disagree with a decision about discounts, exemptions, or penalties, you have the right to challenge the decision. Check Your Band
Use the GOV.UK council tax band checker to confirm your property's band. Compare it with similar properties in your street or area — if neighbours in identical properties are in a lower band, you may have grounds for a challenge.

- Be aware that a challenge could result in your band going up, not just down
Contact the VOA
For banding challenges, first contact the Valuation Office Agency (VOA) to make a proposal to change your band. You can do this online through the GOV.UK website. The VOA will review your case and may agree to change the band.
- Provide evidence such as estate agent comparisons, property descriptions, and photos
- The VOA aims to respond within two months
Appeal to the Valuation Tribunal
If the VOA rejects your proposal (or does not respond within the time limit), you can appeal to the Valuation Tribunal for England (VTE). For liability, discount, or exemption disputes, appeal directly to the VTE after requesting a review from your local authority. Appeals are free and hearings are informal.
- You can attend the hearing in person or by video
- You do not need a solicitor — the tribunal is designed for self-representation
- The tribunal's decision is binding but can be further appealed on a point of law to the High Court
