개요

Modern slavery encompasses human trafficking, forced labour, domestic servitude, and sexual exploitation. The Modern Slavery Act 2015 consolidated and strengthened the law in this area. If you suspect someone is a victim of modern slavery, they can be referred to the National Referral Mechanism (NRM) — the UK's framework for identifying and supporting victims. First responder organisations (police, local authorities, the Gangmasters and Labour Abuse Authority, and certain NGOs) can make NRM referrals. Victims who receive a positive conclusive grounds decision are entitled to a recovery and reflection period and support.

Recognise the Signs

Signs of modern slavery include: a person appearing malnourished, unkempt, or anxious; living in overcrowded or substandard accommodation; having no access to their own passport or identity documents; being transported to and from work; showing signs of physical abuse; appearing to be under the control of others; working excessively long hours for little or no pay.

Report to the Authorities

In an emergency, call 999. Otherwise, report to the police on 101 or call the Modern Slavery Helpline on 08000 121 700. You can also report online through the Modern Slavery Helpline website. If you are a first responder organisation, you can make a direct NRM referral.

NRM Referral

A first responder makes an NRM referral to the Single Competent Authority (SCA) within the Home Office. The SCA makes a 'reasonable grounds' decision (usually within 5 days) and then a 'conclusive grounds' decision (target 45 days). During the recovery and reflection period, the victim receives support including accommodation, legal advice, and counselling.

  • Children do not need to consent — referrals should be made automatically

Support for Victims

Victims with a positive reasonable grounds decision receive support through the Victim Care Contract, including safe accommodation, a support worker, access to legal aid, counselling, and assistance with immigration status if applicable. After a positive conclusive grounds decision, victims may be eligible for discretionary leave to remain.

Victims of modern slavery have a statutory defence against prosecution for offences they committed as a direct result of their exploitation (s.45 Modern Slavery Act 2015).
