Wales shares a single legal jurisdiction with England, but since devolution under the Government of Wales Act 2006, the Senedd Cymru (Welsh Parliament) has acquired significant legislative competence. Welsh law now diverges from English law in areas such as education, housing, health, environment, and local government. The Wales Act 2017 moved Wales to a reserved-powers model, meaning the Senedd can legislate on anything not expressly reserved to Westminster. This has created a growing and distinctive body of Welsh law that practitioners and citizens must understand separately.

Reserved-powers model: Under the Wales Act 2017, the Senedd can legislate on any matter not reserved to the UK Parliament, including health, education, housing, environment, agriculture, and local government.
Bilingual legal system: Welsh and English have equal status in Wales. The Welsh Language (Wales) Measure 2011 established the Welsh Language Commissioner and requires public bodies to comply with Welsh Language Standards.
Housing law divergence: The Renting Homes (Wales) Act 2016 replaced the assured shorthold tenancy framework with a new 'occupation contract' system, fundamentally different from England's Housing Act 1988 regime.
Education: The Curriculum and Assessment (Wales) Act 2021 introduced a new curriculum framework unique to Wales, replacing the National Curriculum that still applies in England.
Environmental law: The Well-being of Future Generations (Wales) Act 2015 imposes unique duties on Welsh public bodies to pursue sustainable development — no equivalent exists in England.
Council tax and local taxation: Wales has its own council tax banding system and has implemented a Welsh Revenue Authority (WRA) to collect Land Transaction Tax (replacing Stamp Duty Land Tax) and Landfill Disposals Tax.
Social care: The Social Services and Well-being (Wales) Act 2014 provides a distinct framework for adult and children's social care in Wales.
Organ donation: Wales adopted an opt-out organ donation system under the Human Transplantation (Wales) Act 2013, preceding England's similar move by several years.

If your client's property, contract, or dispute is in Wales, you must check whether Welsh-specific legislation applies. Housing, education, environment, and tax law all diverge significantly from English law.
Land Transaction Tax replaces SDLT
Property transactions in Wales are subject to Land Transaction Tax (LTT) administered by the Welsh Revenue Authority, not HMRC's Stamp Duty Land Tax. Rates and thresholds differ.
Renting in Wales uses occupation contracts
Landlord-tenant relationships in Wales are governed by the Renting Homes (Wales) Act 2016, which replaced ASTs with 'standard' and 'secure' occupation contracts. Section 21 notices do not apply in Wales.
Welsh Language obligations
